Briefs filed in PSC Petition

Today, WILL and several other entities involved in the petition to allocate utility costs for the Milwaukee Streetcar project filed briefs on the initial question of whether Brett Healy, as a ratepayer of an affected utility, has standing to bring this petition for a declaratory ruling.

The PSC has asked the parties to address whether Wis. Stat. sec. 196.58(4), which provides a method for utilities and large organizations (including an organization of at least 25 individuals) to petition the PSC for relief, precludes an individual like Brett Healy from filing a petition under Wis. Stat. sec. 227.41, which permits any “interested person” to petition the PSC for relief.
