We urge state officials to begin the “correspondence” that James Madison hoped would happen in the case of looming federal tyranny. One starting point, we suggest, would be the negotiation and coordination of a short agreed text that sets for the principles that unite the states in defense of the Constitution, and the actions they pledge to undertake in their common cause.
