WILL and Utilities Ask PSC to Issue Final Ruling in Streetcar Proceeding
In two separate motions, WILL and a group of utility companies are asking the Wisconsin Public Service Commission to enter a final ruling in the Milwaukee Streetcar matter. WILL represents Brett Healy, President of the MacIver Institute, and 35 other WE Energies customers. They ask the PSC to declare void the City’s attempt to force utilities – and by extension, their customers – to pay the cost of modifying and relocating underground utilities along the proposed streetcar route.
Earlier this year, the Wisconsin Legislature enacted 2013 Wisconsin Act 20, which makes it unlawful for municipalities to pass the utility relocation and modification costs of any “urban rail transit” project (such as the streetcar) onto utilities and their ratepayers. The PSC is empowered to strike down such unlawful resolutions.
