From Wisconsin Watchdog:

“That reading of the statute doesn’t make any sense,” said C.J. Szafir, associate counsel and education policy director at the Wisconsin Institute for Law and Liberty.

WILL has been studying the problems associated with Milwaukee’s backlog of school buildings for several years. In January, it published a study documenting the millions of dollars spent on the upkeep of the surplus buildings.
